Abstract: The Rule requires minimum Federal safety standards for the preparation, adoption, and implementation of emergency prepared- ness plans for railraods connected with the operation of passenger trains, including freight railroads hosting the operation of rail passenger service.

Short Statement: The total burden for this information collection has increases by 3,092 hours. There were no program changes in this revised information collection. Rather, the overall increase of 3,092 hours in burden is solely due to revised estimates. Specifically, revised estimates resulted in total increases of 4,585 hours, while other revised estimates resulted in decreases of 1,493 hours. The current OMB inventory shows a total of 7,818 hours, while the present submission exhibits a total of 10,910 hours. Hence, there is an overall increase of 3,092 hours. Also, there has been a decrease in cost to respondents resulting from revised estimates. Specifically, the costs of decals, placards, and postage were revised (lowered), which decreased the costs to repondents by $3,000 ($3,281 to be exact).
