Short Statement:
PHMSA estimates that there are now 298 operators (vs. 218 previously) filing 447 Hazardous Liquid Pipeline Annual Reports. Additionally, the time estimate to fill out the annual reports has been reduced to match the annual report estimates for gas pipeline operators. The cost of the regulation was previously left out of OMB databases. The $347,319 burden cost is a reduction from the 2004 ICR despite the increase in the number of operators. The reason for this decrease is due to a lower hourly wage used for senior engineers and the reduction in time for each report from 24 hours down to 12.
