Abstract:
The U.S. Environmental Protection Agency (EPA) is charged under Section 112(d) of the Clean Air Act to establish standards to limit hazardous air pollutant (HAP) emissions from stationary sources. In the Administrator's judgment, the metal can manufacturing surface coating industry causes or contributes significantly to air pollution that may reasonably be anticipated to endanger public health or welfare. Metal can manufacturing surface coating operations are listed as an affected source category in a Federal Register notice dated July 16, 1992 (see 57 FR 31576) under the Surface Coating Processes industry group. The EPA's enforcement personnel will use the emissions data collected by each metal can manufacturing surface coating facility to (1) identify existing and new HAP emissions sources subject to the metal can manufacturing (surface coating) NESHAP, and (2) ensure the proper regulation of HAP emissions. Respondents are owners or operators of facilities that have metal can manufacturing surface coating operations. Metal cans include any single-walled container, usually cylindrical in shape, that is manufactured from metal substrate equal to or thinner than 0.3785 millimeters (0.0149 inch), in which solid or liquid materials may be packaged. Can ends, decorative tins, crowns, and closures are also included in the metal can source category. It is estimated that 142 major source facilities are subject to the provisions of this NESHAP in the United States and must be in compliance with the requirements of the metal can manufacturing (surface coating) NESHAP within three years of the effective date (promulgation date) of the rule. No new growth is expected in the metal can manufacturing surface coating industry.
