Short Statement:
The changes detailed in this request are the result of the implementation of the Air portion of the Western Hemisphere Travel Initiative (WHTI). Adjustments in burden and costs are due to increase in number of passport requests because of this rule requiring passports for all travelers departing from/arriving to the United States at air ports-of-entry from within the Western Hemisphere. The actual Passport Application form (DS-11)is not being shanged.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
