Short Statement: The change in burden is an ADJUSTMENT due to changes in vessel population and refined database analysis methodology. Recently, the Coast Guard shifted its commercial vessel safety database from MSIS to MISLE. This change in databases has allowed us to improve our estimate of the number of reporting and recordkeeping activities related to this COI.
