Short Statement: Although the number of PCLP lenders in the program has decreased over the past 3 years, the volume of loan guarantee requests has increased significantly. This is due in part to regulation changes in 2003. A CDCs area of operations was expanded from multiple counties to the entire state providing the CDCs with a greater area to market and to assist small businesses. As a result of all CDCs having full statewide authority it increased the number of CDCs that could expand into all contiguous states to their state of incorporation, again increasing their access to different markets.
