Abstract:
Application guidelines elicit relevant information from individuals, non-profit organizations, and state and local agencies that apply for funding in NEA grant categories. This information is necessary for the accurate, fair, and thorough consideration of competing proposals in the review process. Reporting requirements are necessary to ascertain that grant projects have been completed and all terms and conditions are met.

Short Statement:
The decrease in the "Annual Number of Responses" is due primarily to a projected decrease in the number of applications from individuals. The "Annual Time Burden," however, shows a slight increase as we anticipate awarding more grants, which go primarily to organizations and entail reporting as well as application, than three years ago. The time burden, for both applicaton and reporting, is substantially heavier for organizations than individuals. Details appear in the Supporting Statement.
