Short Statement: OSM's Ownership and Control rulemaking ensures that we and our State counterparts have the tools we need to enforce SMCRA, clarify ambiguous provisions in our regulations, and reduce reporting burdens on the coal mining industry and regulatory authorities. Our intent is that this will result in regulatory stability in areas that have been unstable since at least 1988.
