Terms of Clearance:
This collection is approved only until January 31, 2009 with the following terms of clearance: Based on extensive discussions about the sample design and statistical methods for this collection, including technical input from the Bureau of Labor Statistics (BLS), ETA and OMB have agreed that NAWS will fully implement a strict probability sampling procedure in this collection. ETA has further agreed to provide more detailed documentation and justification of their design, statistical methodology including formulas and algorithms for variance estimators and weighting procedures, as well as the field procedures for sampling and data collection. ETA understands that this documentation and justification will require highly technical work by fully qualified mathematical statisticians, and that ETA is responsible for completion of this technical work. These completed technical materials shall be incorporated into Part B of the supporting statement and shall be submitted to BLS for technical review along with a completed and signed copy of the DOL Checklist for PRA Submissions that is required of all DOL statistical collections. ETA shall obtain clearance of the technical material from BLS prior to submitting this ICR to OMB to continue this collection. ETA shall submit the revised ICR to OMB no later than December 15, 2008 and shall also place a notice in the Federal Register allowing 30 days for public comment.

Short Statement:
The reduction in burden of 159 hours, from 3,570 to 3,411 was achieved thusly: 1) Better agency estimates on the number of agricultural employers who will need to be contacted each year to construct the worker sampling frame resulted in a decrease of 121 hours; 2) At its discretion, the Employment and Training Administraton lowered the annual target worker sample size by 600, which resulted in a decrease of 98 hours per year; and 3) Due to a new statute (P.L. 110-134) respondents with children less than six years old will be asked a series of questions on child care arranagements. The new questions result in an increase of 60 hours.
