Terms of Clearance:
In addition to the previous terms of clearance requesting NCES to submit the results of its field test, OMB agrees with NCES that it is important to provide an opportunity for public comment on the selection of the six states for which state-level estimates will be developed. Therefore, NCES will include details about that plan in its next submission to OMB for operational implementation of teh 2008 NPSAS.

Abstract:
The 2008 National Postsecondary Student Aid Study is being conducted to meet the continuing need for national-level data about significant financial aid issues for students enrolling in postsecondary education. Information about financial aid policies and postsecondary affordability is critical to policymakers who determine the need analysis formulas for Pell Grants, maximum amounts for student loans and other need-based federal programs.

The increase is due to a reinstatement. There was no violation to the PRA; an OMB83D was submitted and approved by OMB on 11/29/2005 to officially expire on 2/28/2006. There was no collection during the expired period. (Note that there are no decreases since the hours previously expired; ROCIS is reporting a decrease since the ICs are now split out and it shows a decrease for the first IC).
