Abstract:
This ICR estimates the burden and cost to owners and operators of Class I - V injection wells to submit information to demonstrate compliance with Underground Injection Control Program regulations. Respondents submit permit applications, injectate monitoring data, mechanical integrity testing reports, and well closure reports. Primacy states submit information to EPA on permits, compliance and enforcement, inspections, and inventory for all well classes.

Short Statement:
Adjustments that reduce the burden and cost for injection well owners and operators include abatement of permitting and closure under the 1999 Class V Rule and Class V well inventory activities and a reduction in the Class II inventory, particularly the number of Class II permit applications that operators will submit during the clearance period. This is slightly offset by increases in burden due to changes in the inventory of other classes of wells. The net change is a decrease in operator burden and cost from the previous ICR. Adjustments that increase the burden for primacy states include implementation of the National UIC database and addition of mid-year reporting of target UIC Measures. Adjustments that reduce the burden on state respondents include abating primacy agency oversight of Class V Rule activities and reduction in the processing of Class II permit applications and Class V inventory forms. The net change is a decrease in state burden and cost from the previous ICR. Section 6(f) of the supporting statement provides further detail.
