OMB appreciates that NCES has put into place additional quality control measures with its PISA vendors to help ensure that production errors such as the printing errors discovered earlier this year are not repeated. OMB looks forward to hearing about how these changes are working. In addition, OMB appreciates that NCES has had historical difficulty reaching response rates required by the OECD for its PISA program, and that much of the value from the program is lost if not accepted for the international comparisons. OMB is therefore willing to agree to incentive levels proposed by NCES for PISA, but these decisions do not imply an acceptable level of incentives for other survey programs, which continue to need to be separately justified.

Abstract:
This change worksheet is to inform OMB of changes in the incentive plan. The Program for International Student Assessment (PISA) is a new system of international assessments that focus on 15-year-olds' capabilities in reading literacy, mathematics literacy, and science literacy. PISA 2000 was the first cycle of PISA, which will be conducted every three years, with a primary focus on one area for each cycle. PISA 2000 focuses on reading literacy; mathematics literacy was the focus in 2003, and science literacy will be the focus in 2006. In addition to assessment data, PISA provides background information on school context and student demographics to benchmark performance and inform policy.
