Short Statement: This ICR is a new submission to obtain information associated with the final rulemaking. The hour burden for this collection constitutes a program increase of 254 hours; the cost burden is estimated at $37,500. Based on a recent ruling by the Court of Appeals for the District of Columbia, the OCSLA provides the Secretary of the Interior with the authority to issue and enforce rules to assure open and nondiscriminatory access to pipelines. The MMS is implementing this authority through this rulemaking.
