Before resubmittal of this ICR for renewal, the Agency should reassess estimates of burden taking into account changes in the count of total respondents, changes in the count of the subset of respondents facing higher burden activities such as demonstration activities, and any updated estimates available for the burden per respondent estimated to be required for the preparation of State Implementation Plans. The Agency should also confirm that changes in related reporting requirements are reflected in burden estimate updates in the request for renewal of this collection, including but not limited to those identified in section 3(a) in the discussion of duplication.

Abstract:
The Paperwork Reduction Act requires the information found in this Information Collection Request (ICR) to assess the burden (in hours and dollars) of the PM 2.5 National Ambient Air Quality Standard Implementation (NAAQS) Rule as well as the periodic reporting and record keeping necessary to maintain the rule. The time period covered in the ICR is a three year period from April 5, 2008 (the date that State implementation plans for attaining the PM 2.5 standards are due) through April 4, 2011. The State implementation plan submittal for each nonattainment are will need to include a number of elements, including an evaluation of reasonably available control technology (RACT) and reasonably available control measures (RACM), an attainment demonstration showing how the area will attain the standards as expeditiously as practicable, and a plan showing that the area will make reasonable further progress (RFP) from the date the area's SIP is due to its attainment date.
