Short Statement:
The decrease in survey burden time from 2,492 current inventory hours to 1,096 is a result of a redesign that added a screener question to the questionnaire that eliminated the need for many smaller operators to complete the sales pages. The remaining 306 hour decrease is due to a slightly smaller sample size and reduced amount of time to complete the questionnaire.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
