OMB appreciates that BJS has taken great care in designing this sensitive survey. OMB looks forward to receiving a briefing on the results no later than Spring 2009, including both those indicative of data quality (e.g., total and item nonresponse rates and results of nonresponse bias analysis) and the impact on youth in custody (e.g., number of requests by youth to see counselors and any reported incidents during data collection). If BJS determines that it will conduct this collection again, a new submission should include a complete discussion of lessons learned and plans to address non-adjudicated youth and any other major limitations of the current collection.
