Short Statement: The change (i.e., increase) in hour burden is an ADJUSTMENT and is strictly due to an increase in the estimated number of containers. The Coast Guard relies on external data sources for estimating the number of containers in service, as we do not have data ourselves in this area. The methodology for estimating hour burden per respondent per year remains unchanged. The change in the number of responses is due to a change in the estimated number of containers. The methodology for estimating the number of responses per year remains unchanged.
