Abstract:
The Commission provides detailed rules for implementing the market-based approach, pursuant to which price cap LECs would receive pricing flexibility in the provision of interstate access serices as competition for those services develops. The Order grants immediate pricing flexibility to price cap LECs in the form of streamlined introduction of new services, geographic deaveraging of rates for services in the trunking basket, and removal of certain interstate interexchange services from price cap regulation, while providing for additional pricing flexiiity upon certain showings. A FNPRM seeks additonal flexibility.

Short Statement:
The total annual hour burden estimate has increased as a result of the addition of one information collection requirement following adoption and release of the Report and Order and Memorandum Opinion and Order, Sunset of the BOC Separate Affiliate Requirements ("272 Sunset Order"), WC Doc. No. 02-112, CC Doc. No. 00-175, FCC 07-159. In addition, the increase in the filing fee from $600 to $775 and a recalculation of how this estimate is determine resulted in an increase in the total annual cost.
