Abstract:
The LMI Cooperative Agreement (CA) includes all information needed by the State Workforce Agencies to apply for funds to assist them in operating one or more of the five LMI programs operated by the Bureau of Labor Statistics, and, once awarded, report on the status of obligation and expenditure of funds, as well as close out the Cooperative Agreement. The LMI CA application package attached here for approval is representative of the package sent every year to state agencies and is, therefore, considered a "generic" package. The work statements are not the actual work statements that the applicants will see in subsequent fiscal years. Substantive changes to the work statements will be reviewed separately by OMB annually.

Short Statement:
The terms of clearance in the Notice of Action dated May 8, 2006, state that: This collection is approved for three years with the following terms of clearance: as BLS has agreed, annual changes to the work statements and supporting materials will be submitted using form 83-C. BLS will annouce substantive changes in a Federal register notice and allow 30 days for public comment; OMB waives the 60-day notice for these changes. DOL will publish the normal 60-day notice when seeking to renew this generic clearance in 2009. Therefore, the BLS is submitting the 2009 LMI Cooperative Agreement to OMB for review. If OMB determines that substantive changes have been made, the BLS will publish the changes in the Federal Register.
