Terms of Clearance: This collection is approved only for the field test and initial sampling for the full-scale survey in the fall in 2009. Before commencing full-scale data collection, OMB requests that NCES report on the results of its field test, including experiments and distribution of incentives, along with a description of any changes to procedures and instruments for the full-scale study along with a notice in the Federal Register allowing 30 days for public comments; the standard 60-day Federal Register notice is waived.

Short Statement: The previous submission was for an emergency clearance in order to allow the sampling and recruiting of schools. This submission is for the field test activities the numbers of respondents and hours of burden are slightly higher (439 more hours) than in the emergency clearance reflecting further planning for this study. This was an agency program change.
