Short Statement: The program change increase reflects the addition of section 90.1211, a voluntary filing requirement, to this ICR. Adjustments are due to efficiencies gained through the use of regionial plan document templates, the use of a pre-allocation and frequency coordination database by Regional Planning Committees, and to a more detailed breakdown of the various ICs associated each rule section covered by this ICR.
