Abstract:
Each railroad is required to maintain one copy of its operating rules, timetables, and timetable special instructions at each division and system headquarters. Through these rules, FRA learns the condition of operating rules and practices with respect to trains and instructions provided by the railroads to their employees in operating practices.

Short Statement:
The burden has increased by 42 hours. The increase is due to two program changes. Specifically, the following requirements reflect program changes: (1.) Under § 218.99(e)(5)(iii), FRA added a requirement concerning written procedures. This change increased the burden by 21 hours. (2.) Under § 218.99(e)(5)(iii), FRA added a requirement concerning designating track in writing. This change also increased the burden by 21 hours. The current inventory exhibits a burden total of 4,855,355 hours, while the present submission reflects a burden total of 4,855,397 hours. Hence, there is a total burden increase of 42 hours. There is no change in cost to respondents from the previous submission.
