Abstract:
The census is an official count on the population of the United States. The United States Constitution (Article I, Section 2) requires that a census be conducted every 10 years to apportion the seats in the U.S. House of Representatives among the states. The Census Bureau is legally required to provide redistricting data to public officials in a non-partisan manner no later than one year from Census Day. (For example, 2010 Census redistricting data are due by April 2, 2011.) It is crucial that the 2010 Census count people once, only once, and in the right place.

Short Statement:
This is a revision of a currently approved collection from the 2008 Census Dress Rehearsal. The total hours of burden to the public is increased by 23.9 million hours due to a wider application nationwide. The Dress Rehearsal was conducted in two sitesSan Joaquin County, California, and South Central North Carolinawith total burden hours of 157,334; whereas, the 2010 Census will be conducted in the 50 states, the District of Columbia, Puerto Rico, and federally affiliated Americans overseas.
