Terms of Clearance:
Previous terms of clearance remain in effect, regarding reporting back to OMB on the results of its use of a "no information available" category in its collection of racial data from its 2007 survey. In addition, OMB appreciates BJSs willingness to explore ways to use the data resulting from its 2008 collection in concert with similar data from the Uniform Crime Reporting (UCR) system or from the Census Bureaus annual government surveys in order to leverage this collections completeness and detail with the periodicity of the other collections. OMB approves BJS adding the ORI number in the CSLLEA data forms to facilitate such efforts with the UCR data. OMB requests that BJS report within 18 months of the status of efforts to develop a methodology for producing such combined annual estimates, as well as results from such efforts.

As part of the Law Enforcement Management and Administrative Statistics (LEMAS) program, a census of all State and local law enforcement agencies will be conducted in 2004. Information will be collected using an updated version of form CJ-38.

Short Statement:
Based on the findings of 2004 survey the form has changed and this produced an increase in the burden. The noted decrease is also due to a change in the forms the previously approved form has changed and the burden as been transferred to the new form and this created an decrease in the previous form.
