Abstract:
10 CFR Part 74 establishes requirements for material control and accounting of SNM, and specific performance-based regulations for licensees authorized to possess, use and produce strategic special nuclear material, and special nuclear material of moderate strategic significance and low strategic significance. The information is used by the NRC to make licensing and regulatory determinations concerning material control and accounting of special nuclear material and to satisfy obligations of the United States to the International Atomic Energy Agency (IAEA). Submission or retention of the information is mandatory for persons subject to the requirements.

Short Statement:
The overall hourly burden has decreased by 475 hours, from 9,064 hours to 8,589 hours due to a reduction in the number of licensees who are reporting under the requirements of 74.31(b) and 74.51(c). The number of licensees reporting under Section 74.31 has decreased from 7 to 6 because one licensee went into decommissioning activities, and is no longer subject to the requirements of 74.31(b). The NRC re-estimated the previous submission and corrected the current number of licensees who report under Section 74.51 and to reflect the current number of facilities, from 4 to 2. There is no change in the reporting and recordkeeping regulatory requirements. There has also been an increase in the cost burden because the hourly fee rate has increased from $157 to $238/hr.
