Abstract:
BLM collects this information to determine if a proposed transfer of an interest in an oil and gas or geothermal lease is in accordance with applicable statues and regulations. Form 3000-3 is used when the lessee wants to transfer an interest by assignment of record title. Form 3003-3a is used when a lessee wants to transfer operating rights (i.e., enter into a sublease).
