Abstract:
The purpose of this standard and its information collection requirements is to provide protection for employees from the adverse effects associated with the occupational exposure to the following carcinogens: 4-Nitrobiphenyl, alpha-Naphthylamine, methyl chloromethyl ether, 3,3-Dichlorobenzidine (and its salts), bis-chloromethyl ether, beta-Naphthylamine, Benzidine, 4-Aminodiphenyl, Ethyleneimine, beta-Propiolactone, 2-Acetylaminofluorene, 4-Dimethylaminoazo-benzene, and N-Nitrosodimethylamine.

Short Statement:
OSHA is requesting a net burden hour decrease. Evidence suggests 4- Nitrobiphenyl is no longer manufactured, imported, used, or sold in the United States and therefore the total number of establishments covered by the Standard decreased from 97 to 93. Further, based on the reduction in the number of 4-Nitrobiphenyl facilities, the number of exposed employees has also decreased from 663 to 643. While fewer employees receive medical examinations, due to the increase in the cost of medical examinations (from $130 to $138) there is a cost increase.
