Originally this ICR was submitted as an extension without change, when in fact the number of respondents went from 5,600 to 50,000 due to the increase in background investigation between 2005 and 2008, and based on the actual review of respondents between the previous collection approval and this submission.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
