Abstract:
Title VIII of the Alaska National Interest Lands Conservation Act designates the Departments of the Interior and Agriculture as the key agencies responsible for implementing the subsistence priority on Federal public lands. To help carry out subsistence management responsibilities, the Secretaries of the Interior and Agriculture established the Federal Subsistence Management Program. Regulations implementing the Federal Subsistence Management Program on Federal public lands within Alaska are in the Code of Federal Regulations (50 CFR 100 and 36 CFR 242). To administer this program, we collect both form and nonform information, including hunting and fishing applications, permits, and reports; applications and interview forms for membership on the regional advisory councils; proposals and changes to subsistence regulations; and requests for reconsideration and appeals.

Short Statement:
We are reporting a total of 12,882 responses and 1,872 annual burden hours for this collection. This is an increase of 1,031 responses and 343 burden hours from the previous ICR. Based on our experience over the last 3 years, we have made adjustments in our estimates for the three forms (3-2326, 3-2327, and 3-2328 - hunting and fishing applications, permits, and reports) and regulatory requirement (appeals) currently approved for this collection. These adjustments resulted in a decrease of 448 responses and 91 annual burden hours. We are reporting 1,479 responses and 434 hours as a program change: (1) 400 responses and 250 burden hours for the three forms (3-2321, 3-2322, and 3-2323) associated with recruitment and selection of regional advisory council members. These forms are currently approved under OMB Control No. 1018-0120, which will be discontinued upon OMB action on this ICR. (2)950 responses and 119 burden hours for two new forms (3-2378 and 3-2379). (3)129 responses and 65 burden hours for regulatory requirements not previously specified in the ICR.
