Short Statement: The adjustment to the internal hours and external cost burdens is due to the increase in the number of proxy solicitations filed annually since the 2003 estimate currently in OMB inventory. The number of proxy solicitations filed increased approximately 50 percent from 1,058 in 2003 to the Commissions current estimate of 1,565.
