There is an adjustment decrease of -11,831 burden hours because of recalculations of the response times for completing the forms in addition to using the most recent data on numbers of licensees and registrants, resulting in updated estimates based on experience and historical data in addition to the merging of collections 0247 and 0254 into this collection.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
