Terms of Clearance: This collection is approved with the following terms of clearance: HUD is approved an emergency clearance for the collection to meet the American Reinvestment Recovery Act requirements. This collection will be valid for 180 days. If HUD decides to continue use of the form past the approved emergency clearance time period, they must resubmit to OMB under the normal PRA clearance process for a three year approval. Any future resubmissions that include the use of standard forms should not include in the burden the burden associated with the standard forms.Additionally, in accordance to OMB guidance, paper-based applications are not acceptable as a sole method of transmission. HUD must provide in conjunction with paper-based application transmissions, an electronic alternative such as email, file transfers, systems, etc. for applicants to submit the application.

Nelson OMB Desk Officer Office of Management and Budget New Executive Office Building Washington, DC 20503 Dear Ms. Nelson: The Department is seeking emergency review of the Paperwork Reduction Act requirements associated with the Neighborhood Stabilization Program (NSP2 and NSP-TA). The Notice of Submission of Proposed Information Collection to OMB; Emergency Comment Request (copy enclosed) proposed for immediate Federal Register publication explains the burden of the collection requirements and invites public comments on them. This is a new information collection. In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency processing within 7 days from the date of publication. This emergency processing is essential to expedite the NSP program, which is authorized under the American Recovery and Reinvestment Act (ARRA) of 2009 signed into law by President Obama on February 17, 2009. This new law provides $2 billion of grant funding for neighborhood stabilization projects and related capacity building and support for such programs. NSP addresses the negative economic effects of abandoned and foreclosed properties in targeted communities. HUD will administer these funds. NSP grant amounts will be determined by a competition in accordance with ARRA and the HUD Reform Act, and will be awarded by HUD to states, units of general local government, nonprofits, and consortia of nonprofits. Pursuant to ARRA, HUD must announce the funding criteria by May 4, 2009; receive applications by July 17, 2009, and have all funds obligated by February 17, 2010. Grantees will have two years from award to expend half the funds, and three years to expend the entire grant. 2 Due to the high priority nature of the programs authorized under ARRA and the statutory timeframes of the NSP, HUD is requesting emergency processing of the attached Paperwork Reduction Act Submission.
