The information collected is to assure that railroad signal systems are tested and maintained in a safe and suitable condition and that they provide the safety intended in the Signal Inspection Act. Also, the information collected is to assure that modifications or malfunctions of signaly systems are reported.

Short Statement:
The burden has decreased by 34,470 hours. The decrease is due to three adjustments. Specifically, the estimates for the following requirements were revised: (1.) Under § 233.9, Reports, FRA previously revised its estimate of the number of railroads (from 687 to 718), but did not correspondingly revise the estimate of the number of reports/forms completed (from 687 to 718). This change in estimate increased the burden by 31 hours (from 687 hours to 718 hours). (2.) Under § 235.20, Protests, FRA revised its estimate of the number of protest letters it will receive from railroads (from 84 to 50). This change in estimate decreased the burden by 17 hours (from 42 hours to 25 hours). (3.) Under § 236.110, Results of Tests, FRA revised its estimate of the number of test forms completed paper (from 936,660 to 796,161) and included in the revised estimate the number of forms now completed electronically by railroads (140,499). Although the amount of time necessary to complete the paper forms remained the same, it takes less time to complete the electronic forms (approximately 15 minutes). This change in estimate decreased the burden by 34,484 hours (from 427,881 hours to 393,397 hours). The current OMB inventory displays a total burden of 480,988 hours, while the present submission exhibits a burden total of 446,518 hours. Hence, there is a decrease in burden of 34,470 hours. There is no change in burden costs to respondents.
