Abstract:
Needed to establish evidence of service aboard U.S. Flag Merchant Vessels for merchant mariners to upgrade their credentials, establish proof of eligibility for union and other benefits, and for use in litigation where vessel service is an issue.

Short Statement:
Previous collections were calculated based on a database query. This collection utilized actual numbers received and entered into the database. The results tracking of actual data entry showed that the previous database query though accurate did not account for the increase generated due to program consolidation and communication with/to industry advising of importance of information for mariner credentialing process. This communication to the maritime industry has resulted in an increase in receipt of correct/accurate submissions.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
