Short Statement: The collection of information is needed to fulfill Treasurys responsibilities under the Energy Improvement and Extension Act of 2008 (Public Law 110-343; approved October 3, 2008), as amended by the American Recovery and Reinvestment Act (ARRA) of 2009. Treasury cannot reasonably comply with the normal clearance procedures under 5 C.F.R. Part 1320 because of uncertainty about who is eligible to claim the credit and how the amount of the credit is to be determined.
