Abstract:
This collection of information revises a currently approved requirement set forth by NMFS in 2004 as OMB Control # 0648-0229. That requirement was extended in 2005 and later revised in 2007 to include an additional sector of the Federal dealer population (hagfish dealers). This collection of information revises the universe of affected Federal dealers to include the 148 Federal lobster dealers currently not subject to Federal dealer reporting requirements. The additional burdens associated with this information collection are added to the current burdens as previously evaluated for Federal fishery dealer reporting under OMB # 0648-0229. NMFS is revising this data collection in response to the recommendations of the Atlantic States Marine Fisheries Commission in Addendum X to Amendment 3 of the Interstate Fishery Management Plan for American Lobster. This revised data collection is implemented under the Atlantic Coastal Fisheries Cooperative Management Act and the data collection parameters are consistent with the current requirements for Federal dealers under the authority of the Magnuson-Stevens Act.

This action requires 148 federally licensed lobster dealers to begin weekly reporting on purchases, at 52 responses per year, at 4 minutes per response, for a total additional burden of 539 hours. Associated costs: start-up for those needing to purchase computers, averaged over 5 years, comes to $116 per respondent; operating and maintenance costs (internet access) are $652 per respondent. Total additional annualized costs are $113,664.
