Short Statement: The program change increase is due to contractual delays in the implementation of the Revolving Loan Fund Management System (RLFMS), a web-based system. EDA is unable to accept electronic versions of ED-209 and must use the paper form, ED-209S.The reason for the decrease in number of respondents/responses is EDA will only collect information for one reporting cycle of a semi-annual requirement.
