Abstract:
The standard requires all employers to establish hazard communications programs, to transmit information on the hazards of chemicals to their employees by means of container labels, material safety data sheets and training programs. This action will reduce the incidence of chemical related illness and injury in the workplace.

Short Statement:
The Agency is requesting an adjustment decrease in burden hours resulting from identifying that we previously double counted the number of new establishments. The number of affected existing establishments changed from 2,880,308 to 2,522,084 after removing for the number 358,224 new establishments 358,224. The ICR has a separate burden hour equation for new establishments. The cost increase is the result of an increase in the cost of paper and toner from 4 to 7 cents. This cost increase offset the decrease in the number of material safety data sheets being produced.
