Abstract:
The Oil Pollution Act of 1990 (OPA 90) required the development of Vessel and Facility Response Plans to minimize the impact of oil spills. OPA 90 also required additional response requirements for Prince William Sound. Shipboard Oil Pollution Emergency Plans are required of other vessels to minimize impacts of oil spills.

Short Statement:
The change in burden is a PROGRAM CHANGE. The program change is due to the addition of the S&F, CAPS and NTVRP rulemakings. The program change from the 3 rulemakings results in increases to the number of respondents, number of responses and burden hours associated with the collection. NOTECG&MTA 2004 mandated that nontank vessel owners/operates submit response plans to the Coast Guard by August 2005 (i.e., prior to the issuance of the CG NTVRP NPRM). Due to this mandate, the CG began accounting for NTVRP burden in collection 1625-0066 at the last renewal (OMB approved 13 Dec 2006).
