Abstract: Due to the continuing consultation with Executive, congressional and federal agencies, OPM is requesting an extension of this collection. On December 31, 2008, OPM submitted a request to OMB and published a 30-day notice to revise information collection 3206-0005, a suite of forms including the SF 85, SF85P, SF85PS, SF 86, SF 86A, and SF 86C, including electronic (e-Qip) versions of the questionnaires. On February 18, 2009, the Acting Director of OPM requested permission to withdraw the 30-day notice and allow OPM to continue to use the forms currently in use to permit the new Administration to review the proposed changes. In a Notice of Approval dated February 20, 2009, OMB permitted OPM to continue to employ the forms currently in use for one year. OMB and OPM have since engaged in extensive interagency discussions about what changes should be made to the forms. In the course of this discussion it was agreed that the SF86 would take precedence and be cleared separately from the other forms, because the SF 86 is used to process information needed to determine eligibility for access to classified information, and because is the most comprehensive of the forms, with certain questions and instructions cascading down to the other forms. In response to a September 30, 2009 30-day notice, OPM and OMB received hundreds of comments. The work resulting from the separate clearance of the SF 86, and the processing of the comments received, has impacted OMBs clearance of the SF 86 and OPMs ability to issue timely notices for the other forms. Further, even after the revised information collections are cleared, the prior versions of the forms must remain available while automated versions of the revised forms are programmed.
