Short Statement: The burden increase is due to the process of maintaining and updating aircraft operator security plans being recalculated to a more accurately reflect the time and effort the respondents are expending in order to comply with the security program requirement. Also, the burden increased is based on the increase of the 12,500 aircraftor operator population.
