Abstract:
The Program was authorized under Title III, Part A, of the Higher Education Act of 1965, as amended by the Higher Education Opportunity Act (HEOA) of 2008 Section 319. The program awards discretionary grants to eligible institutions of higher education so that they might increase self-sufficiency by improving academic programs, institutional management, and fiscal stability. This application package reflects the most recent changes to the HEOA legislation making it necessary to separate from OMB No. 1840-0798 and seek clearance under a new OMB No.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
