Short Statement: The change in burden hours is due to a program change. Beginning July 1, 2007, PHAs began submitting their operating subsidy calculations by asset management projects rather than by PHAs. This resulted in a decrease in respondents from 7,807 to 6,955 resulting in a decrease in the annual burden hours.
