Short Statement: The increase in burden is due to changes mandated through legislation in the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill). Section 12022 of the 2008 Farm Bill provides an opportunity for applicants with approved concept papers to receive up to 50 percent of their estimated expenses in advance.
