Abstract:
The Pacific Fisheries Management Council (PFMC) has recommended implementation of individual fishing quotas for the West Coast groundfish trawl fishery beginning in 2011, to be implemented through Proposed Rule 0648-AY68. Part of National Oceanic and Atmospheric Administration (NOAA) Fisheries implementation efforts will require permit and license and co-op tracking and monitoring related activities. These include: 1) registration for a first receiver site license; 2) registration of whiting mothership and catcher processor co-ops; 3) renewal of first receiver site licenses, quota share permits, mothership endorsed permits; 4) registration of quota share and vessel accounts; registration of a transfer of quota pounds between accounts, and submission of transaction price information as part of a transfer; 5) renewal of vessel accounts; 6) submission of an ownership interest form with the renewal of any QS permit, mothership catcher vessel endorsed permits, vessel account and mothership permits and transfers of limited entry permits involving a new permit or vessel owner; 7) notification of material changes in cooperative agreements; 8) notification of mothership withdrawal from a processor obligation; 9) notification of mutual exception agreement; 10) request to dispute a transaction error in the quota share or vessel account; 11) notification of a new vessel fishing for mothership coop; 12) notification of co-op failure; 13) addition of transaction price information submission as part of a trawl limited entry permit transfer.
