Short Statement:
The change in burden is an ADJUSTMENT due to a change (i.e., decrease) in the mariner and company populations. There is quite a bit of variance within the reported population of the towing vessel industry. First, many companies that operate towing vessels organize into subsidiary levels by geography, area of operation, or other ways. Some reports count all of the subsidiary companies along with the parent company, but we have chosen to just count the parent company. Second, there is normal fluctuation within the towing vessel population due to new companies, consolidation, and companies going out of business. Third, with the economic downturn, we expect the rate of industry business failures to be higher than in a typical year. Because of these factors, the population is lower than we reported in the last supporting statement.
