Abstract:
The Report and Order establishes a Coordination Zone that covers the Islands of Puerto Rico, Desecheo, Mona, Vieques, and Culebra within the Commonwealth of Puerto Rico (the Puerto Rican Islands). The coordination zone and notifications procedures will enable the Observatory to receive information needed to assess whether an applicant's proposed operations will cause harmful interference to the Observatory's operations and will promote efficient resolution of problems through coordination between applicants and the Observatory.

Short Statement:
The Commission is requesting OMB approval of a revision of this expiring information collection. The Commission adopted a Report and Order in January 2010 that eliminated section 23.20 from this collection. Part 23 was eliminated in FCC 10-7, IB Docket No. 05-216, Elimination of Part 23 of the Commission's Rules. The FCC estimates that 200 entities per year are applying for 1,000 frequency assignments as licensees in the Coordination Zone. This estimate was incorrectly reported in 2007 but is now correct with this 2011 submission. The Commission is reporting a 800 increase in the number of responses (adjustment). However, there is no change in the total estimated burden hours.
