Abstract:
This form is used to gather contact information of the purchaser from a 3rd party foreclosure sale when the IRS is considering the redemption of the property.
Emergency Justfication:
When the IRS is considering the redemption of real property foreclosed on by a third party, the IRS informs the foreclosure sale purchaser of this consideration and asks for contact information. This "attachment", (Form 15597), is the request for that contact information. We have solicited comments through various methods to seek taxpayer feedback. We will also issue a new 60-day FRN once the final form is released to the public. Based on the internal feedback that we have received, there is a strong desire to ensure that taxpayers understand and receive the form and filing requirements as quickly as possible. Failure to make this form available to the public could result in an adverse financial impact on the taxpaying public and hinder the mission of the IRS in complying with 28 USC 2410 and IRC 7425.
