Abstract:
These regulations (34 CFR 600.54, 600.55, 600.57) contain changes to aspects of foreign school criteria for eligibility to apply for participation in Title IV, Higher Education Act programs (demonstrate method of determining academic work in a non-degree program is equivalent to the definition of an academic year that is required for domestic schools and to report the language in which instruction will be offered); changes to reporting requirements for foreign graduate medical schools (Medical College Admission Test scores for incoming students and US Medical Licensing Exam scores for graduates) and new reporting requirements for foreign nursing schools (National Council Licensure Examination for Register Nurses scores), as well as new requirements for obtaining consent forms from US students attending foreign medical and nursing schools to gather such scores.

Short Statement:
Some burden changes reflect statutory changes resulting from the HEOA, i.e. the burden increase of 71 respondents and 84 hours in 600.55(d) and the increase of 1,206 respondents and 102 hours in 600.57(a). These sections include the changes to reporting requirements for foreign graduate medical school sand add new specific regulations for foreign nursing schools as identified in HEOA sections 102(a)(2)(A) and 102(a)(2)(A)(i). The remaining burden of 3,082 respondents and 319 hours is due to programmatic changes resulting from regulatory changes. The Department reviewed the current regulations with an eye to ensuring comparability between domestic and foreign institutions regarding academic year definitions for non-degree programs as well as updating current regulations.
