Abstract:
USAJOBS web site and OF 612 are used to apply for Federal employment. The OF 612 and the Resume Builder web site will be the only collection instrument for job applications.
Emergency Justfication:
An emergency review is needed to swiftly enact data collection efforts to assist with the following Governmentwide initiatives, which are at critical phases in their program development: - Veterans Recruitment and Employment As a result of the Presidents Executive Order 13518 on the Employment of Veterans in the Federal Government, OPM and several partner agencies laid out the Governmentwide Veterans Recruitment and Employment Strategic Plan. This initiative demonstrates top leadership support and accountability for the recruitment, employment, development and retention of Veterans in the Federal Government. The plan articulates specific steps to support military, transitioning service members, and their families, including a new Veterans employment portal currently under development. Early identification of potential candidates eligible for employment under special appointing authorities will directly support many of these activities. - Military Spouse Federal Intern Program The National Defense Authorization Act (NDAA) (P.L. 111-84) authorized a pilot program in FY2010 to secure internships for military spouses with Federal agencies. DODs budget request includes funding in FY2011 to deploy this program more broadly across government. Identification of eligible spouses in USAJOBS will directly support DODs efforts to identify potential candidates and match them with available opportunities. - Federal Employment of Persons with Disabilities As a result of the Presidents Executive Order 13548 on Increasing Federal Employment of Persons with Disabilities, OPM was tasked with designing model recruitment and hiring strategies for agencies seeking to increase their employment of people with disabilities. Identification of individuals with targeted disabilities who are potentially eligible for appointment under Schedule A was noted as key to the recruitment strategies needed to address underrepresentation in the Federal workforce. Owners of these initiatives are faced with ambitious agendas and rigorous time frames as they strive to lead the Federal Government to become a model for the employment of veterans and individuals with disabilities. They have expressed an urgent need for this data to be collected in USAJOBS, the Federal Governments recruitment one-stop. With its database of over 19 million job seeker resumes, USAJOBS can be efficiently and effectively leveraged to support agencies in providing employment opportunities to these targeted populations outside the constraints of the normal competitive processes. In addition to the emergency clearance, we will also complete the normal OMB review process and post the 60-Day Federal Register Notice. The Federal Register Notice was posted today at: http://edocket.access.gpo.gov/2010/2010-28430.htm. We request OMB approval of the information collection within 14 days. OPM has taken all practicable steps to consult with interested agencies and members of the public to minimize the burden of the information collection.
